Madarat Project

Perpetual Peace Foundation Launches the “Madarat” Project to Advance Inclusive Environmental Governance in Libya The Perpetual Peace Foundation, with the support of the United Nations Democracy Fund (UNDEF), is pleased to announce the launch of the Madarat Project, an initiative dedicated to strengthening inclusive environmental governance and promoting community-led climate resilience across Libya.

The project aims to foster collaboration between municipalities, civil society organizations, environmental stakeholders, and community leaders to address local environmental challenges through dialogue, research, capacity building, and participatory planning. By encouraging inclusive decision-making, the project seeks to ensure that communities play a central role in identifying environmental priorities and developing sustainable local solutions.

Madarat will be implemented across seven Libyan cities: Benghazi, Al Bayda, Tobruk, Tripoli, Misrata, Sebha, and Awbari. Particular emphasis will be placed on empowering young people, women, and persons with disabilities to actively participate in environmental governance and community-driven initiatives. The project is implemented in partnership with Taaffe Development Foundation, the Libyan Organization of Debates, Sebha Debate Club, Community Partnership Tobruk Foundation, and Fezzan Libya Organisation. Together, these partners will deliver capacity-building workshops, establish community-led environmental governance committees, facilitate dialogue sessions, and support evidence-based planning between local communities and public authorities.

In addition to strengthening local partnerships, Madarat will promote environmental awareness through a national media campaign, educational and interactive digital content, and a dedicated podcast aimed at encouraging meaningful public participation and increasing understanding of environmental governance issues. Through this initiative, the Perpetual Peace Foundation seeks to establish a sustainable model for inclusive environmental governance that strengthens community ownership, fosters long-term institutional partnerships, and contributes to a more resilient, inclusive, and environmentally sustainable future for Libya.

Riyadah 13 Project

Libya faces significant climate challenges that affect various regions differently. Despite these challenges, the voices of youth, who are key stakeholders in addressing climate change, are often underrepresented. The Riyadah 13 project aims to empower young Libyan visionaries to take an active role in climate action by providing them with a platform to develop and showcase innovative solutions.
